Benchmarking Study on e-Learning in European enterprises

A number of policies and stakeholders’ initiatives have been promoted throughout Europe to support and enhance the adoption of e-learning in enterprises. If the corporate sector is internationally recognised as a forerunner and the most stable, promising and profitable sector in the field of e-learning, still a deep gap on e-learning adoption between large and small and medium companies exists.

In this context, the Benchmarking Study on e-Learning in European enterprises commissioned to the MENON Network by the European Commission - DG Enterprise will investigate on the current state of development of the e-learning market in EU companies and on significant, relevant and successful policies and stakeholders’ initiatives which have contributed to enhance the adoption of e-Learning in EU companies (including large companies and SMEs). The aim of the study is to develop a benchmarking system and a set of benchmarking tools to facilitate and support e-learning adoption in enterprises and to measure the impact of the policies and initiatives launched.

The MENON Network EEIG will work in synergy with the European Commission – DG Enterprise and with relevant working groups created by the EC (such as the eSkills and eLearning group, and the ICT Task Force) and with relevant DGs (such as DG INFSO and DGEAC) so to produce, by May 2007, the Benchmarking study on policies and initiatives to support e-Learning in European enterprises.

About the Study

The study aims to analyse and benchmark national and regional industrial and enterprises policies and initiatives in support of e-learning for enterprises and to identify the most successful strategies in view of promoting good practices and the efficient use of e-learning in enterprises through the provision of a benchmarking system and tools to measure the impact and “return” of policies and initiatives in the field and to facilitate e-Learning adoption in companies, be them large, medium or small.

The main objectives of Benchmarking Study on e-Learning in European enterprises are therefore:

  • to analyse the state of play of the e-learning market in Europe with specific focus on enterprises.
  • To analyse national and regional policies and stakeholders’ initiatives in support of e-learning for enterprises in Europe;
  • To release a benchmarking report documenting at least ten best practices;
  • To feed into the orientation of future actions in this field at European level (i2010 initiative and the successor of the eLearning action plan) as well as national and regional level.

Both field and desk research activities will be carried out to investigate on the development of the e-Learning market in enterprises and to identify – throughout Europe –good examples of policies and stakeholders’ initiatives supporting/facilitating the adoption of e-learning in companies. Based on the critical analysis of the identified cases and on the results of desk research, a benchmarking system and a set of benchmarking tools will be developed to support policy and decision makers involved in the design, orientation, implementation and / or evaluation of e-Learning policies and initiatives for enterprises to measure the performance and impact of the actions they promote so to contribute to facilitating the meaningful and efficient adoption of e-Learning.
