Our experience

    Building on the long-term experience of its members in the domain, MENON has been active since its was founded in monitoring and analysing trends and dynamics in learning systems, and in producing reports and policy recommendations to facilitate the transition of Europe towards a learning society. The MENON vision is that understanding change dynamics is essential in order to help support learning innovation in Europe and worldwide. This vision focuses particularly on the linkages between how ICTs are used, and how they support creativity and innovation. The experience of the network in this domain is underpinned by successful research projects such as eWATCH, L-Change, DELOS, HELIOS, LEONIE, Learnovation. As a result of this work, MENON has facilitated the creation of two important entities, the European Foundation for Quality in e-Learning , and the Learnovation Stakeholders Roundtable.

    Our vision

    • In order to implement the renewed Lisbon Strategy, Lifelong Learning is central, Information and Communication Technology is important, but innovation has to kept in mind as the central outcome of Lifelong learning and ICT strategies.
    • Lifelong Learning has a key role to support innovation and thus to implement the renewed Lisbon Strategy for the EU - Learning and Change go together. A substantial amount of learning innovation is now required, for which the knowledge base is still fragmented. The flexible, open, innovative – the so called “atypical” – forms of education featuring mostly informal and corporate learning are certainly in the position to bring learning opportunities closer to enterprises and to help individuals to be more prepared for their working life and citizenship agenda.
    • ICT is a pervasive technology that makes innovation happen more quickly but requires all citizen and workers to be adequately skilled. e-Learning is at the meeting point of Lifelong Learning and ICT and is likely to give a great contribution to innovation, but its potential has been underestimated, especially in formal education.
    • A new “innovation oriented” wave of policy making linking education, employability, innovation and information society is required that, when incorporated in innovation strategies and better positioned within the overall lifelong learning field, contributes to accelerating and consolidating the transformation of learning environments.
    • Many more policy areas and stakeholders groups should be involved, than those taking part today in shaping Education Policy at EU level. Overcoming the fragmentation of policy making may be substantially facilitated by establishing a new Stakeholders dialogue with a clear focus on innovation.
