Our experience:

MENON is engaged in research aimed both at fulfilling the need for flexible and 'just in time' skills within the European labour markets and at supporting policy initiatives at EU and national level aiming to address this need. MENON supports the 'skills standards' movement, working with actors including national governments, companies, and trans-national agencies like CEDEFOP to promote skills standards. MENON tackles the ‘skills issue’ from various perspectives, from the policy level (as in the study on Benchmarking Policies and Initiatives in support of e-Learning for Enterprises in Europe) to the grassroots level (as in the KITE or the CETRA projects).

Our vision:

Against the background of the current state of skills shortages within EU, two factors are shaping EU business environment: (i) the need for flexible and 'just in time' skills within the European labour market, and the policy initiatives that have developed within the EU to address this need; and (ii) the globalisation of skills generally (and the examples of skills innovations that have developed in the US within this context). At present, the 'skills standards' movement is being implemented by national governments, companies, and a small number of trans-national agencies like CEDEFOP. This process appears as a series of isolated, parallel lines of development, and the technologies involved, though stable and mature, have not been integrated in a way necessary to demonstrate real trans-national value. What is needed is trans-national co-ordination and integration effort across all involved sectors in Europe.
